What is New Khata Registration in Bangalore?
New khata registration means getting a property entered in the municipal property register for the first time, so it has its own khata (today, an e-khata) and its own property tax account. This is different from a khata transfer, where an existing khata simply moves from the seller to the buyer. A first khata is needed when there is no existing record to transfer: a house newly built on a site, a flat in a newly completed apartment building whose units are being carved out of the project's land record, a property in an area recently brought into municipal limits, or an older property that was simply never assessed. Without its own khata, the property cannot be taxed in the owner's name, is harder to sell or mortgage, and — for registrations in the BBMP area — may not be registrable at all, since e-khata is now required at the sub-registrar. The work is mostly about assembling the right approvals and title documents so the application is accepted first time.
When Do You Need This Service?
- You built a house on your site and the khata still describes vacant land
- The builder has handed over your flat but the unit has no khata of its own
- Your area was added to municipal limits and the property has no municipal record
- The property was never assessed for tax and you now need a khata to sell, mortgage or register
- The bank has asked for a khata in your name before disbursing a loan

How this works in Bangalore
Who issues your first khata depends on where the property is. In the BBMP area (now governed through the Greater Bengaluru Authority and its city corporations) it is an e-khata. In BDA layouts the allotment and khata start with BDA; in town and city municipal council areas on the city's edge, and in gram panchayat areas, the property record is kept by that body on its own system. A large share of our new-khata work is apartment units in the outer city, where the building's approvals decide what is possible.
Sevantay is a private facilitation platform, not a government body. We prepare, file and follow up on your application through our verified professional network; approvals, timelines and official fees are decided by the authority concerned.
Pro Tips from Our Experts
- Get the occupancy certificate status in writing from the builder before you chase a unit khata.
- Keep every tax receipt from the first year — a new khata's tax record is what later buyers and banks check.

Frequently Asked Questions
What is the difference between a new khata and a khata transfer?
A khata transfer moves an existing record from the previous owner to you. A new khata creates a record where none exists for the property — for example, a newly built house or a flat just handed over.
My builder says the khata is "in process". What does that mean?
Usually that the builder has applied, or will apply, to split the project's khata into unit khatas. We can check the status and tell you what is pending — often the occupancy certificate.
Can I get a khata without an occupancy certificate?
For a flat or new building this is often the main obstacle. We tell you plainly what the authority will accept for your property before any fee is paid.
How long does it take?
Commonly 30–60 working days after a complete application, longer where an inspection or past tax assessment is involved. The clock starts when the document set is complete.
Do I need a new khata to register my flat?
For properties in the BBMP area, e-khata is now required at registration. If your flat has none, sort this before fixing a registration date.

A property with no khata of its own is stuck. It cannot be taxed in the owner's name, it is hard to mortgage, and in the BBMP area it may not be registrable. Owners usually discover this at the worst moment: when a buyer's bank asks for the e-khata, or when a registration appointment has to be cancelled.
Sevantay handles first-time khata registration from from ₹13,500 in the BBMP area. We begin with an honest eligibility check — some properties need an occupancy certificate or a tax assessment first — and then file and follow up until the khata is issued. For a property that already has a khata in the previous owner's name, you need a khata transfer instead.
